  • The main states were the Holy Roman Empire, England, France, Italy, and Castile
    • England and France created centralized regions.
  • The European states often competed for land


The Roman Name

  • Otto I, a German Saxon King, set up the Holy Roman Empire
  • It was only "Roman" in name.
  • The popes and emperors could not take control of one another.
      • Authority of the pope could stop the decisions of the emperor.
        • EX: Investiture Contest. Pope Gregory VII excommunicated Henry IV for challenging him.
